A time-of-propagation (TOP) counter is a
compact ring imaging Cherenkov detector proposed for charged particle
identification (PID) in the barrel region of the Belle II detector.  The design goal of the TOP counter is to
achieve good K/$pi$ separation in the momentum range up to 4 GeV/c.  In the TOP counter, Cherenkov photons
produced inside a quartz radiator are measured with an array of Micro Channel
Plate Photomultiplier Tubes (MCP-PMTs). 
The Cherenkov angle is reconstructed using the propagation times and
detected positions.  In this talk, we
will summarize current detector development activities and plans towards
installation in early 2015.
